Select Make these my active characters on all platforms. If you already have save data on multiple platforms, your other data will not be overwritten; however, your other characters, loot, and DLC will be inaccessible until you disable cross-save. Select Yes, Do It.

In other words, if you want to play the Shadowkeep expansion pack on PC and consoles, you'll have to purchase it separately for each platform. It's important to note that cross-save doesn't merge accounts together. Only one Destiny 2 account can be linked across platforms.
