During the Fourth Shinobi World War, Gengo took advantage of the opportunity to put his new talents and plans into play and assembled numerous shinobi who had been displaced by the war and put them under his command to become the “Enlightened Ones”. This continued for two years after the war and he gradually grew his influence by having his brainwashed followers take missions from the Shinobi Union at lower rates in the hopes of amassing a large amount of wealth for his ambitions. His followers had even spread beyond the Land of Silence, infiltrating each of the Five Great Nations without raising suspicion, eager to incite a disturbance among their populations under Gengo’s command and endangering the Shinobi Union.
