In one instance in Yahidne, a village in the northern region of Chernihiv, Russian soldiers held 365 civilians, including 70 children, in the basement of a local school for 28 days.. But on Friday, the British Ministry of Defense dismissed the prospect of an imminent Russian-Belarusian force, saying that it is unlikely that Russia has actually deployed a significant number of extra troops into Belarus. There was no light, ventilation, showers or toilets.

"I think that Vladimir Putin finds himself in an incredibly difficult position. For decades, they've been spending billions of dollars on their military-industrial complex, and in the end, they went to bow to Tehran to get rather simple drones and missiles," Zelenskyy said. The report also found evidence that the Russian military used explosive weapons in populated civilian areas, deliberately killing civilians and attacking indiscriminately without “feasible precautions to reduce civilian harm.” News reports on the war have frequently described such attacks.

Other documented violations include the destruction of hospitals and schools and sexual and gender-based violence, which are also common in news reports on the war. Marital law grants Russia’s authorities huge powers over the civilian population in the regions it is imposed. The report found two instances of war crimes committed by Ukrainian forces — abuse of Russian prisoners of war — but said that Russian forces are responsible for the most violations.

6 when Iran's First Vice President Mohammad Mokhber, two senior officials from Iran's powerful Revolutionary Guards, and an official from the Supreme National Security Council visited Moscow,” Reuters reported. This new evidence is just a chapter in what has been called the biggest effort in history to hold war criminals to account, with numerous international agencies joining Ukrainian prosecutors in the ambitious and highly publicized undertaking. The decree, which Putin announced during a televised meeting with his security council, will now be sent to be rubber stamped by Russia’s upper chamber of parliament, the Federation Council.

The intense negotiations centered on a set of complex measures that had to be adopted jointly because of the shared nature of the bloc’s electricity and natural gas markets. The Russian-appointed governor said around 60,000 civilians will be evacuated, over the course of 7 days. A centerpiece of the measures, and a point of contention, was a cap on natural gas prices, which leaders agreed to in principle but will now examine further to decide how to carry out.

As a result, electricity costs for European households and industry have jumped to unmanageable levels, threatening economic stability and fomenting political and social discontent. While E.U. countries each put in place subsidies and other quick-fix measures earlier in the year to soften the blow of high energy prices to consumers, they quickly came to the conclusion that they had to intervene directly in the market for natural gas and electricity to bring those prices down even more.

It has been a tall order, as evidenced by the lengthy negotiations. While nations from the bloc have largely integrated their natural gas and electricity markets, meaning they all face similarly high costs, they must still be managed at a national level.

Depending on geography and infrastructure, each country’s energy mix differs, and finding one-size-fits-all solutions has been hard. The natural gas price cap to prevent major jumps in the price of the fuel, and a longer-term reform of the way it is priced, would aim to bring down energy prices overall. The leaders supported the idea of jointly purchasing natural gas next year, aggregating their demand to get better terms on the natural gas market, instead of outbidding one another and driving prices higher.

Details of the broad measures still need to be worked out. The bloc’s executive branch and policy engine, the European Commission, will put policies forward for E.U. energy ministers to review at a meeting in Brussels next week.
